I am trying to connect PCsync with the blue serial cable and I get this error message when I click My Serial Connections. What I can do?

Cause

Many things can prevent PCsync from connecting with the Serial Network cable. In some cases finding the problem is easy, while in others, more advanced steps are necessary. The root cause is that the TCP/IP protocol is blocked from making the connection.
